Academic Chronology
Md. Sarafat Hossain Khan did his graduation in Civil Engineering from Bangladesh University of Engineering & Technology (BUET) in 1981 and M. Engineering Civil) from Bangladesh University of Engineering & Technology (BUET) in 1988.
Professional Track Record
Md. Sarafat Hossain Khan is a water resource and climate expert with 40 years of professional experience in decision support studies for water resources management and capacity development since graduating from the engineering field. On August 18, 1982, he began working as an assistant engineer for the Bangladesh Water Development Board (BWDB). He specializes in integrated water resources planning & management at different spatial scales, with an emphasis on water management for food security, safe drinking water, disaster management, risk reduction, climate change adaptation, decision support systems, and drought management. He has also been involved in planning, executing, and supervising civil work components of water-related projects under BWDB. He retired as a Director General of the Water Resources Planning Organization (WARPO) in June 2017. As a DG of the institute, he served as a "clearing house" for all water sector projects submitted to the ECNWRC, assessing their compliance with the NWMP by various authorities. He also offered appropriate recommendations to enhance the proposed "Water Rules" by the Bangladesh Water Act of 2013. The purpose of the rules was to facilitate the adoption of IWRM and the subsequent transformation of the water industry. The "Bangladesh Water Rules 2018" were approved by the Government of Bangladesh in 2018. Since March 2018, he has been employed with the Coast, Port, and Inland Waterways Management Division (CPI) under IWM, contributing to multiple major projects.
He was involved as a team leader in a project named “Supervision and Monitoring the Performance Dredging of Four Rivers Named Old Brahmaputra, Dharla, Punarbhava, and Tulai, including Hydrographic and Bathymetric Survey Services” under BIWTA. Involved in the supervision and monitoring of the performance of dredging works and the assessment of the effectiveness of dredging for the restoration of dry season flow & improvement of the navigability of four rivers. He reviewed the feasibility study report of the Payra Port Dredging Project. He was also involved in the negotiation and finalized the contract (PPP model) with the support of the legal and financial teams. In IWM, he is also responsible for conducting feasibility studies, implementing and monitoring studies for flood management, river engineering, coastal engineering, navigation, an inundation map for flooding, and an impact assessment of climate change.
